The German government fails in its rescue operation, and all the hostages are murdered. The Israeli government, headed by Golda Meir, decides to eliminate all members of the "Black September" organization who were involved in the attack.

The Mossad plans to kill key Black September leaders in Lebanon using commando units. Zamir sends spy HELEN to gather intel in Beirut. Three Munich terrorists arrive in Beirut. Mossad launches their operation.

The commando teams arrive in Beirut with help from Harari's European team. Salame confronts his wife. The Mossad mission succeeds, killing three key Black September members, while Mossad spy Helen is stranded in Beirut.
