Yat-to looks confident as he performs surgery on the taxi sex maniac who has cerebral hemorrhage. Tong Ming and Man-shun observe surgery progress. Oi-ling somehow feels uneasy as she overhears the trio’s conversation. The bill is soon to be presented to Finance Committee, and Yat-to and Chief Secretary Chow are still unable to reach a consensus on the budget. Ip Ching offers to let Cheung Ting’s TV station obtain bargaining chips for license renewal. Yat-to and Tong Ming eventually manage to meet up with Chief Secretary Chow, but neither side gives way. Yat-to puts his own matters on the back burner as he wants to focus on facilitating the adoption of the bill by Finance Committee. Yat-to also manages to get help from Ip Ching. Oi-ling rushes to see Yat-to as she abruptly receives a call from him. At the last minute, Cheung Ting withdraws some story about the bill. Tong Ming and Man-shun make some decision as they have to voice out.
