The arrest warrant for the suspect, 32-year-old Joseph Couch, alleges he vowed to "kill a lot of people" in a text message minutes before he shot and wounded five people on Saturday night. Evacuation orders have been issued in parts of Louisiana as Tropical Storm Francine quickly gains strength in the Gulf of Mexico. Francine is expected to become a hurricane before making landfall this week. Lonnie Quinn has the latest.
