A shooting outside the American consulate puts Rachel and Émile into crisis management mode. The attack appears to have targeted a pacifist political dissident from the Shammar emirate, Yasser Chadli. Now a refugee in Quebec, he is under surveillance.

Rachel works hard to determine the cause of the shooting. Émile is under pressure to confirm the identity of the CIA double agent. Two of the agents under Émile's supervision—Irène and Martin—are assigned to the Chadli case.

The CIA contacts Rachel. At the SSC, the head of the Quebec division, McKenna, must deal with the intrigues of Bartoli, the National Security Advisor.

Émile is torn between his professional oath and his love for Rachel. Shammar's secret service appears to be behind Yasser's intimidation.

Rachel is taken to Vermont and interrogated extensively by the CIA. Émile becomes radioactive within the SSC. Rachel's loved ones are initially skeptical and then shocked by her betrayal.

Émile tries to reassure his daughters by hiding his dismay at Rachel's double life. He attempts to advance his investigation into the clandestine activities of Shammar's secret service in Montreal.

Émile learns of an order to eliminate Rachel. Rachel, for her part, informs the CIA that she believes they were misinformed by another of their sources in the Canadian government.

Bartoli orders the SSC to stop protecting the Chadli and abandon them to their fate. The Shammarian secret service's plan in Canada is becoming clearer. Irene is still being held by the Shammarians, and Émile and Logan are trying to find her.

Rachel's return home disrupts everyone's schedules and the lives of those around her. Hunting the mole becomes priority number one, leaving the Shamarian secret service free to advance their plan.

Secrets from Rachel's past resurface, and the hunt for the double agent accelerates. The assassination plotted by the Shammarian secret service is carried out, and all the pieces of the puzzle fall into place. Irene gets her revenge.
