When the island's electrical power goes out and there is an immediate threat to life and property, the Island Rescue Forces realize they have a bigger task than they can manage and must enlist the help of their neighbors. During the blackout, a farmer runs the risk of losing his whole harvest, a couple is stranded in an elevator, multiple people require emergency medical assistance, and two robbers attempt to use the ineffective burglar alarms.
