A young man's body was found in a low-traffic alley. Michika Sakura (Keiko Toda), the leader of the 'Special Investigation Countermeasures Office,' is stunned to see the victim's face. She was killed by Jingi Irie, who was arrested by Michihana as a boy. The thief, who was a habitual thief, was later taken to a juvenile training school, but was rehabilitated with the support of Michihana and is now working as a cleaning worker. Satoshi Itomura (Takaya Kamikawa) examines the leftover items and finds an old card with the character printed on it in his wallet.
