Hearing a report of a sighting of Kuze on the shores of Nagasaki Bay, Section 9 members, who were working on the Individual Eleven case, rush to the area. At the same time, Togusa is at a university library looking for the original book, but he couldn't find it. Kuze, too, is lost. Again, there is another sighting report. This time on top of the Kyushu Tower. TV cameras catch the scene. As people watch them on TV, they start something unlikely and ghostly.
