Sammi has his first day of work as a prison guard in a large, old prison called Huset. The seasoned officer Henrik explains that the strong inmates drive the weak in prison - and that's a good thing, because it gives good peace and order. However, the prison officers receive a shocking message - the shot must be reversed, and they have three months to do so, otherwise the prison risks closing. From now on, it is zero tolerance, the strong prisoners must have less power, and hashish sales, steroids and loan shops must be a thing of the past.

The campaign to clean up the prison has begun. Two consultants from the Correctional Service are now keeping a close eye on how the prison is run. Several prison cell raids shake the balance of power that has previously prevailed in the prison between two dominant gangs. Peace and order is wavering. Prison officer Miriam tries to repay her son's debt, but when the loan shark discovers that she is a prison officer, he sees an opportunity to have goods smuggled inside.

Sammi's secret source, Benji, provides information to more successful raids. The consultants are duly impressed. The strong inmates, however, are now under pressure and they are growing desperate as their business is destroyed. Debts of the weak inmates must be collected - which leads to increased violence and unrest in the prison. And increased pressure on Miriam.

The many successful raids raise suspicions of a snitch among the inmates. The strong prisoners lay traps. At the same time, the head of the unit, Gert, begins to wonder how new drugs keep coming in. As the pressure builds up, the gangs' division of the markets between them are distorted. A big fight with home-made weapons ensues, and an attempt must be made to negotiate a peace agreement to keep the prison from closure. Then a banal visitation of an inmate goes completely wrong.

The word is out that there is a dirty cop in the prison. New precautions make it harder to smuggle in, so the gangs in the prison use more risky methods to hide the goods. The officers have to take 'potty shifts' with the weak inmates. Benji provides information about the dirty cop, which narrows the field tremendously. It is a woman. Four of the officers meanwhile run into difficulties when they receive a shattering message about the inmate they put in an illegal leg lock.

The officers are anxiously waiting for the response to the inmate's death, as the two rival gangs start talking to each other in the corners. Surely a bad sign. Benji is paranoid that someone will find out that he is an informer. When a large prisoner riot breaks out, all officers are called in and pull on their combat gear - shields, helmets, batons. The confrontation between inmates and officers has fatal consequences. Life for the four main officers fall into place in markedly different ways.
