Colonel Mikhail Avdeev is the chief of police of the Port city, known for his decisive methods in the fight against crime. By doing this, he hinders the dreams of lawyer Medushevsky — to become the shadow master of the city. Avdeev personally organizes an operation to detain drug couriers working for Medushevsky, but a police convoy on the way back is shot by people in clown costumes. All the law enforcement officers are killed, and the criminals escape from the riot police car. The doctors who arrived at the scene discover that Avdeev has survived, but the colonel is in no hurry to rejoice, because the death of the fighters is on his conscience.…

Avdeev begins to dig into Medushevsky and finds out that there is compromising evidence against the lawyer in the St. Petersburg archive: a few years ago, a murder case against an assistant prosecutor thundered across the country. Then Medushevsky took over the business of former crime bosses. Avdeev meets Andrey Vershinin, his friend from the orphanage, in the archive and steals a secret case. The policeman does not have time to study it: on the way to the port, he gets into a fatal accident. Andrey Vershinin from the archive is unexpectedly appointed chief of police in Portovo.

Lieutenant Colonel Vershinin arrives at the Port, gets acquainted with his deputy Knyazev and tries to understand current affairs on the spot, but is confronted with the disdainful attitude of colleagues and subordinates. He goes to Avdeev's house hoping to find information there that will shed light on the circumstances of his friend's death, and meets journalist Anna Loginova there. She notes that there are some things missing in the house. Their conversation is interrupted by a vigilant police squad…

Mayor Bachurin unceremoniously interferes with Vershinin's work. So, he does not allow the chief of police to summon the children's ombudsman to collect information on the case of children from an orphanage who are taken to the dolphinarium under strange circumstances. Meanwhile, there is another robbery of a collection car in the city. Nikitin asks Medushevsky to sort everything out. The lawyer is sure that he cannot do without Vershinin's help here, and suggests that the policeman meet and talk.

The authorities chastise Vershinin for an uncoordinated operation to capture criminals who robbed cash collectors. On TV, the law enforcement officer sees a report in which the robbers' car flashes. Vershinin turns to the editorial office of the TV channel for the source code, unaware that two of his subordinates have already taken care of the removal of the material. As a result, Loginov helps him to get a miraculously preserved copy of the recording. After studying the video, he comes to the conclusion that the tracks of the robbers lead to the soldiers of the Russian Guard.

Lawyer Medushevsky makes it clear to Vershinin's deputy that he is aware of his connection with a gang robbing cash collectors. Vershinin himself continues to search for the car used by the criminals, and suggests that the robbers could have drowned it. He asks for help from an employee of the Ministry of Emergency Situations, Oparin. At his request, divers are sent to explore the bottom of the lake. But at the bottom of the reservoir, they find something completely different from what they were looking for.…

The lava of the Port police is conducting an operation to detain Rosgvardiya fighters, during which all suspects of robberies of cash collectors are killed. Vershinin learns that the Russian Guards were shot by an unknown sniper. Meanwhile, the medical examiner reports information about the deaths of people found at the bottom of the lake: they were all killed in the same way, and the perpetrator did everything to ensure that their bodies never surfaced.

A young pupil disappears from an orphanage. The director of the orphanage does not hide her concern, but it is not the fate of the child that worries her. Vershinin, studying the circumstances of the boy's disappearance, notices discrepancies in the testimony of the headmistress and the teacher.

Oparin, an employee of the Ministry of Emergency Situations, informs Vershinin that he recognized a USB investigator among the dead recovered from the bottom of the lake. The man also worked on the case of the missing assistant prosecutor. However, the glass eye, by which he could have been identified, strangely disappeared before the bodies arrived at the medical examiner. Meanwhile, a boy who disappeared from an orphanage is found dead.

Vershinin's daughter Yulia is hospitalized after being poisoned by drugs at a party. The girl's misadventures do not end there — an attempt is being made on her in the hospital. The doctors who arrived on time barely manage to save the patient.

Andrey comes to the conclusion that there is a traitor in his entourage: the attackers manage to burn down the workshop for the production of drugs with which Yulia was poisoned, and the emergency worker Oparin is killed. To divert Vershinin's suspicions, his subordinates feign official zeal and are going to hire Yakovlev's assistant in a drug club.…

Vershinin gets a list of snipers, in which he discovers the name of Vladimir Medushevsky, who allegedly died during the Chechen war. Meanwhile, Viktor Medushevsky is scheming: he pretends that he is trying to resolve a dispute between businessmen, but in fact he is pitting them even more.

Vershinin is looking for Yakovlev, on whose orders his daughter was abducted. Anna manages to find out the address where the girl is supposedly being held. However, the kidnappers manage to warn, and they hide the hostage. Vershinin has no choice but to ask Yura to withdraw the application for Artyom Yakovlev.

Anna finds out the circumstances of the disappearance of the girl Masha Karelina. She manages to find out that all this time the child was under the supervision of Korovin. Vershinin detains him at the border while trying to transfer Masha using forged documents. During the interrogation, he confesses that the mayor of the Port City is involved in the abduction and subsequent sale of children.…

Knyazev suggests that Anna meet for a candid interview, in which he promises to tell the journalist about the crimes in the city. Medushevsky realizes that now there are only two strong players left, and tries to negotiate with Borov, but is refused. Then the lawyer develops a cunning plan to get rid of both Borovoy's competitor and Vershinin at once. Anna goes to a meeting with Knyazev and disappears…

Anna is found dead in a pond near an abandoned building. The cameraman who worked with her leads Vershinin to a secret apartment and shows the folders in which the journalist kept compromising information on all businessmen. Out of fear for his life, Gubin repents and confesses to Vershinin all the crimes that he and his accomplices committed. Suddenly, a call comes from Medushevsky's phone. Kristina warns that Vershinin has very little time left, because the lawyer is about to leave the country.…
