В Калининграде зреет большой международный скандал. Во время дипломатического приема здание консульства одной из Балканских стран сотряс мощный взрыв. Консул был взят под охрану сотрудниками безопасности своей страны, но, как выяснилось, вместо них дипломата захватили бандиты. Дипломат владеет информацией, которая может предотвратить готовящийся правительственный переворот на Балканах. Помочь дружественной стране могут только «Нерпы».
Диверсанты, чтобы вывезти главу дипломатической миссии из России, захватывают заложников на судне и, прикрывшись ими, стремительно продвигаются к выходу из российских территориальных вод. Отряду боевых пловцов теперь предстоит нешуточная схватка с преступниками в открытом море…
