Officials in Texas said that dozens of people were killed after catastrophic flash floods swept through Central Texas during a surge of the Guadalupe River. Those officials also say that dozens of children from a nearby summer camp have gone missing after floodwaters swept through. NBC News' Ryan Chandler reports from hard-hit Kerrville, Texas. Tropical Storm Chantal formed off the southeast coast of the U.S. and is forecast to make landfall overnight Saturday or early on Sunday morning.
