Investigator of the first Department for particularly important cases of the IC Yuriy Bragin goes to the city of Volkov, Leningrad region, where two girls were brutally killed. The arrival of the detective is dissatisfied with the head of the local police and a long-time enemy of Bragin Sergey Shevtsov. So that the guest does not pry into the affairs of the locals, Shevtsov quickly finds the "criminal", but Bragin finds out that the evidence against the suspect is fabricated. Shevtsov is desperate: at stake is the construction of an automobile plant and the election of the mayor, and the story with the maniac is completely inappropriate. He gives the order to kill Bragin…
