Popeye is enjoying watering his patriotic garden on July 4 when he catches his nephews attempting to light fireworks. The game is on when he attempts to confiscate the fireworks and the boys strike back with edgy pranks.

Popeye opens a diner; Bluto pulls one up right across the street. Wimpy comes along, and they compete for his business. The competition escalates, until finally they are throwing things at each other; Wimpy stands between them and snags a complete meal from the stream of objects passing overhead. Popeye and Olive are shipwrecked; they think they are saved when they see a ship, but what they don't realize is that the crew of the Sea Witch is all ghosts, and soon they are under attack, but they don't know from what for a while.
