Trouble brews for Nicholas King and Admiral Fox when a Russian ship docks. When one of its crew is rushed to hospital with a high fever, the Russian vessel is forced to stay in harbor. A rat bite is discovered on the sick man's arm, but Capt. Petroff unaccountably refuses to allow a search of the ship's hold to investigate conditions.

The Wharf Rat
King is tasked with uncovering a string of drug thefts occurring at the docks. To aid in his investigation, he turns to an alcoholic, who at first resists getting involved. However, after the tragic murder of one of his closest friends, the reluctant ally undergoes a transformation and chooses to join forces with King to take down the criminals behind the operation.
