DC Terry Perkins arrives to implement a Public Protection Unit at Sun Hil; which will manage dangerous offenders released back into the community. His job starts immediately when paedophile Ian Forrester comes to sign the sex offenders register after serving six months for downloading obscene images of children.
Things seem to turn dangerous when Ian is seen giving a school girl wads of cash. She claims that Ian was paying her for a forthcoming nude photo shoot but when Terry discovers that she is blackmailing him about his past conviction we start to question who the real victim is. Meanwhile other officers question Terry's chosen line of work. Will the sensitive nature of Terry's job prevent him from being accepted at Sun Hill?
