A group of San Francisco businessmen try to bring discredit to Marshal Wayne and his city police force. Marshal Matt Wayne is charged with running a crooked gambling house and put in jail. He engages Attorney Jeremy Pitt to defend him. But after talking with Pitt, he can't decide whether the lawyer sides with him or favors the men who framed him.

Dangerous Journey
Matt wayne try's to out-wit an organized gang of bank robbers. Members of the San Francisco banker's association want to remove Marshal Wayne from office for not bringing the robbers to justice. Wayne learns that one of the gang is hideing out in a cabin outside the city. Matt's only course is to capture the bandit, place him in jail, and find out about the rest of the gang.

Travelers to San Francisco have been disappearing in the vicinity of an ancient inn.

Jose Limantour claims he has title to two square miles of land in the heart of San Francisco. When Limantour hires Jeremy Pitt to help him claim the land, the townspeople, realizing they may lose their property, resort to violence.
