Captain Matt Holbrook (Robert Taylor) and his three lieutenants become involved with a narcotics ring in "The Bait." Captain Holbrook devises a plan in which a narcotics addict is briefed by the police to act on the side of the law in the hope that he will be the bait for a dope pedlar who will lead police to the dope wholesaler. Jay Adler co-stars as the addict, Chickie, who is set to spring the trap and catch a man known as the Kingpin.
