Erich Ludendorff believes that Courland and other areas near East Prussia are culturally German and that he's returning them to the Fatherland. While the Russian Army is now in a much better defensive position after their Great Retreat, civil unrest across the country is becoming a problem. Huge losses and the difficult supply situation are making it difficult to maintain order. At the same time, Bulgaria is mobilizing her troops, foreshadowing yet another front in this World War.
