The OSI and the Guild meet at the Venture compound to sign the Treaty of Tolerance, with Rusty chairing. Meanwhile, Hank meets an old friend and Dean returns to Ben's house.

Monarch and 21 try to earn points with the Guild by mentoring a newbie, who has been assigned to arch Billy Quizboy. Meanwhile, Girlfriend convinces S-464 to become a double agent if she helps him get back together with Kimberly.

Monarch takes on a job with a team of super-villain thieves to help his rating in the Guild. Meanwhile, Rusty actually does something right and builds a working teleporter... but the OSI want to take it away from him.

Girlfriend discovers that Guild Councilmembers can't be active villains, and they all get one last chance to arch their enemies. Meanwhile, Rusty looks to date a black widow because he can't get sex anywhere else.

While Rusty and Billy investigate a mysterious weather machine, the Guild asks Monarch and 21 to act as disavowable agents and assassinate The Creep, leader of a rogue faction of the Peril Partnership.

The Council needs Rusty to help Ten Monarch. Meanwhile, Watch and Wade make an astonishing discovery about Rusty's bloodline, while Dean confesses his sins to a comatose Hank.
