Hours after a political faceoff in Pennsylvania, President Joe Biden, Vice President Kamala Harris and former President Donald Trump are expected to attend the service marking 23 years since the terror attacks of 9/11. NBC's Stephanie Gosk reports for TODAY. A state of emergency is in effect for Louisiana as Hurricane Francine gains strength through the Gulf of Mexico.
