Just when Dai Zhiqiang was about to come back again, the higher-level party committee who received the report letter asked Dai Zhiqiang to suspend him for investigation. Wang Decai himself did not expect that his report letter would take effect so quickly, and he was restless. He leaked his report while playing cockfighting, causing public outrage.
