Deputy Governor Frasquez is a day early, while the alcalde isn't back yet, carrying the order to capture Zorro. He decides Mendoza is unfit as acting alcalde, and appoints don Alejandro, demanding Zorro's capture by Saturday or he'll be carried in chains himself and the De la Vega hacienda taxed to bankruptcy.
